I read on a bag of Na2CO3*10H2O, soda crystals, that it could be used to "soften" water. Dissolving this substance in water raises the pH. That's why I thought you meant high pH.

"... water softening process involving replacement of calcium ions in water with sodium ions ...".Apparently some minerals, such as calcium (Ca) are considered "hardening" and others, such as sodium (Na) are considered "softening", and apparently the term is related to the formation of insoluble deposits by hard water.
