First, I wouldn't call any type of abuse "petty"...
that being said, IMO it is unethical to punish someone before a crime has been committed. As it is, people are supposed to be considered innocent until proven guilty...(yeah, right, like that's true these days...)
People CAN decide to acknowledge their tendencies and go get help, thus the 0.1% number might even get a little higher....
