Never heard of them referred to that way.
'Round these parts we'd call them a lot of things I can't say here, or, "a rough bunch".
But yeah, we have groups of less-than-savory characters who will stalk and harrass in a concerted effort to cause distress or further harm to people. And I live on a sparsely populated peninsula, but there are small cities and communities.
So, in this neck of the woods, the investigation usually occurs as a course of normal social procedure, and, if necessary, intervention occurs. Maybe law enforcement, maybe... "societal pressures". (think Walking Tall)
In suburban and urban areas, I suggest:
- contact law enforcement with your suspicions, take the time to go in person, wait for a report of your complaint to be written and get a copy of it. A paper trail is important, as is someone specific at the law enforcement agency whom you can contact.Keep a journal of all activity (even suspected, subtle things) of the stalkers. If they are persistent, you be persistent in keeping your case record current with the law enforcement (LE) contact. Don't worry about them getting tired of you. If the stalking is real, and threatens you, keeping LE up on things is important.
If you believe it is happening, you are convinced it is real, make it known.
I've been harrassed and followed, when I was in my twenties, by some frighteningly menacing men. I won't elaborate on how this was handled, suffice it to say it would not fit into today's standards. I lived in a rough world.
Catching them and putting them away would be great, but people who have serious stalking behavior don't seem to change, or rehabilitate.
Learning how to respond, and being diligent about keeping a written journal of all related incidents are the best I can come up with for you here.
My personal feelings and suggestions would rate a HUGE PBC and I'd be blocked, undoubtedly.
