I don't know if this is the same thing, but there is a virus out there that can duplicate file names and cause havoc with you internet connection. Download (for free) the small program and patch here:
http://www.merijn.org I am *no* computer-literate genius, but I've had problems with this before. It may or may not be the same thing...but it won't hurt to try it.
