To actually shoot from the hip means to pull your gun from the holster around your waist and fire immediately without raising the gun to eye-level and aiming - you know, like in a Clint Eastwood western. (I loooove Clint Eastwood.)The expression 'to shoot from the hip' in the sense you intended means, I believe, that an action or statement is quick and straight-forward, no messing around.
