Well, passive aggressiveness isn't currently a formal diagnosis according to the Diagnostic and Statistical Manual of Mental Disorders volume IV (2002). That's the manual that all US mental health practitioners use now. The third edition (1994) of that manual included a Passive Aggressive Personality Disorder, but it's been folded into some other diagnosis now. Certainly people with all types of diagnoses can exhibit passive aggressive behavior.
