I would say it reduced racing thoughts for me, very much so. I am inattentive ADD, but with something of an hyperruminative-type mind. The effect is fairly significant.
To speak of the biochemical side, I think that combatting inflammation, as successful fish oil should, will probably calm down excessive glutamate/acetylcholine activity to some extent. The relationship here is fairly complex.
But, as qqqsimmons posted, it seems to do the opposite for some people.
To speak of the alternative side, I wonder if you might gain some benefit from high-dose magnesium citrate (although, as you say, Lithium and the anticonvulsant weren't so helpful and the mechanism of action I am thinking of has some similarities).
How about meditation? A very powerful practice indeed.
