Eby is a little too loose with his generalizations. Mg(OH)2 is milk of magnesia. It does depend on acid for solubility, as does the carbonate, but it certainly does dissolve to some extent. If it didn't dissolve, it wouldn't be a good antacid (same with the carbonate). Moreover, it's already ionized.Lar.
