I am not a law specialist, but as far as i know, in the us medical research
is subject to the HIPPA and the the regulations for the protection of human subjects 45 CFR 46

patients. And for research Dr. Robert Hsiung would need an IRB approval. Especially when it is public.The PHI's can vary, eg. romanian slang already could be used as an identifier. PHI identifiers not only include names etc. but
