I think you're on-point, justherself (and Scott).

Maybe the community can isolate uncivil posters by not reading or responding to them. That, in effect, 'blocks' them without any single 'authority' (as in Dr. Bob) pushing a button that prevents them from posting - thereby leaving them to sort of 'die on the vine.' Uncivil posters can wear themselves out posting all the hatred they want, but if no one reads it, then no one gets upset and reacts - but their voice has been silenced because we have closed our ears to it.

They could come back with a new identity and be welcomed as all new posters are welcomed - and be heard for as long as they are able to sustain reasonable civility.
