Some generally accepted meanings of {intent} are that there is a design or purpose to what is intended. As to determining as to if there is intent or not, one can go to the TOS here and try to determmine if there is an intent and if so, to determine as to what is the intention.
Going to the TOS here, Mr. Hsiung posts a request for members to trust him in two aspects.
One is to trust him that he is doing his best to be fair and the other is to trust him that he is doing what in his thinking will be good for the community as a whole.
Since these are requests to {trust}, a generally accepted meaning of to {trust} is to place confidence or reliance in some type of relationship for something in the future to be delivered. These things could be what the goal of the forum is for, which is for support and education.
To determine if that is the intent of Mr. Hsiung here or not could be determined by as to see if what is what the members could think is intended is in fact delivered as to the members receiving what they think is what is intended, support and education.
This placing of confidence is sometimes thought of as a {promissory note}, like a check, which is a promise to pay. Sometimes one will give a check to someone and stop-payment before it is cashed and the recipiant goes to the bank and is told that the check will not be honored. Sometimes when someone has a check not honored by the bank it could be because there is insufficient funds in the account and sometimes the check could be a forgery. If the check is not honored by the bank, then the maker of the check could be a debter to the one that the check was made to, for the promise to deliver was not honored.
