I think Anti-Tracks erases index.dat files upon the next reboot and, in doing so, the cookies are erased too. Or Anti-Tracks just assumes you want "all" traces of your internet activity erased.
From what I've read (I'm no wiz) these index.dat files are a kind of permanent record of one's internet surfing history including all the "deleted" temp files and cookies - not to mention passwords and credit card numbers. Some say it's a Microsoft conspiracy, others, poor design.
Anyway, as soon as we delete these files, they are reborn to keep track of our every move until we eradicate them again.
