Cyclothymia: SLS and others. What is it?

It's come up again. Amu has a link to an article above.
I don't understand theory on cyclothymia. It's a bipolar spectrum condition? Is that correct?
Why is 'it' so difficult to treat? I am not even sure I know what bipolar is after all this time, though I surely know it exists.
