As far as anti depressants go, I think doctors use them because there are very few meds that strictly address anxiety and they are just hoping that they will work, because they have few other meds to use. Notice in most studies, the subjects are screened to have major depressive disorder with no co-morbid disorders.
There are studies of GAD for which the presence of depression excludes one from the investigation.
