SSRIs, dosage and clinical trials

Hiya all does anyone know how dosage is handled in clinical trials? I often read that SSRIs are only slightly better than placebo. At what dose? For me Citalopram wasn't effective until I reached 60mg. This implies that SSRIs might be considerably better than placebo once the right dosage has been found
