Depression is one of the syptoms of PCOS, but I'm not entirely sure if it's related to the hormones being out of whack, the idea of infertility (for those wishing to conceive), and/or the other many symptoms that PCOS involves. I know my depression started before puberty and getting regulated on meds didn't make it go away. So for me, any mild depression that may come from PCOS wasn't really much compared to my overall serious depression. (And not everyone with PCOS experiences depression.)
