Sorry, I can't answer your first question. Effexor does tend to have an activating effect. (Drowsiness is listed as a possible side effect, but so is insomnia). That is a low dose that you are taking. The benefit to starting low and slowly increasing the dose is to minimize any side effects. Also, your dr may think you do not need a high dose to benefit from the Effexor.
I don't know if this helps you at all - hopefully some others will post their knowledge/experience.
