subject to ongoing education requirements, supervision, etc.: that sounds like a governing body. I my province in Canada there's no governing body overseeing counsellors, from what I understand and that's only from word-of-mouth; but all three good sources of info., so I'm taking it to be true. Sounds like Canada is halfway between NZ and the States in their policy, and that's right on track, that's Canada all right. Halfway.
