how the u.s. government can track down a cow born in Canada three years ago right down to the stall it was born in--and tell you what it ate, but they can't track down 11 million illegal aliens in the country---some of which intend to do harm to the country and it's people. My solution is to give every illegal alien a cow as soon as they enter the country.

I totally agree.
Also, We can send a man to the moon, but we cant make sure the levees in N.O. are strong enough to withstand anything greater than a category 3 hurricane.
