The url is the address of the website
such as http://www.dr-bob.org
if you mean IP address, then yes. You can see the IP for every visit to your site.

If *you* own a website, you can block IP addresses from visiting.. But you wouldn't be able to block someone else from say, Dr Bobs or hotmail.

If you mean, can you make yourself invisible to Dr Bob (or other web site owners) when you visit their sites, yes.
You can do it at least once per log-on really easily by going to anonymizer.com and typing the URL you want to visit in the upper right hand box. Tracking software will not be able to see what your ISP company really is. But that's just one feebie visit.
There's other services you can subscribe to that keep you completely anonymous all the time, wherever you visit. Anonymizer sells those, as do other companies.
Is that what you meant?
