This is just to satisfy my own curiosity. When someone receives a block, are they actually *incapable* of posting (under the blocked posting name)? Or is it sort of an honor system? Initially I assumed the posting name was completely blocked, but then I've seen the occasional post from a blocked person. Just wondering -- not planning on getting blocked, thank you very much!

It won't let you post. I think it does something to your user name. Temporarily suspends registration or something like that.

They are actually incapable of posting under the posting name that they had been using. When they try to, it just doesn't work (I know cuz i was blocked once -- it wasn't nice).But sometimes people try to get around the rules by setting up a new account, I think. Somehow they get caught, although I'm not sure exactly how, and then they're blocked again. And sometimes, I think people get suspicious but it can't be proven so they might sometimes get away with it, at least till they slip up and we figure out who they are.
