What about a modified version of banning when two people cannot get along? People on non-speakers(I got this phrase out of a book on the Mitford girls-gotta love that English lingo) would not be able to post to each other or about each other in any way directly or indirectly. Sort of like forcing posters to ignore each other. This might stop things from going on and on and on. At the same time underlying issues might come to the surface without becoming directed at individuals.

I don't think this would work when people speak in generalities, as often occurs here.
