I know you have thought this out, and it seems to work well for you. But a week is a long time for a first offense, and two weeks is a long time for a second. Once you've gotten a PBC, it seems things can only go downhill.
I would like to put a suggestion in this here suggestion box, with all due respect.
First, unless the offense is deliberately hurtful, couldn't you just make each block a week long? Some people may really need the support of this place, and their intention was not to hurt anyone's feelings. (Though Trouble broke a rule, she didn't hurt anyone.) A week is so long anyway, that someone like Zo, whose personality is strong, is thoroughly missed by other folks she could be helping.
Second, isn't there a period of time when you can wipe the slate clean? For example, if you get a PBC, and you don't say anything uncivil for three months, can't you simply get another PBC? Penalties don't always have to accumulate. They should be more like traffic tickets; points are wiped away after a certain period of time (though seven years is obviously way too long, so don't use that as a model!).
A person who was blocked once may not do anything deemed uncivil for three months. So couldn't that person get a PBC, instead of being blocked for two weeks?

If it *keeps* happening, then things go downhill, yes. That's the whole idea.

It's hard enough to decide whether posts are civil, and "deliberate" would be even harder...
And even if it's by mistake that someone's hurt, still someone's hurt.
It's a tradeoff. When someone's blocked, the downside is they can't be supportive, but the upside is they can't be uncivil.
Zo's week is up, BTW...

There may be, depending on the circumstances, yes.
